[Qgis-community-team] adding martins document to the manual

Hi all,

This 'best practices' document that you are talking about was
discussed at the hackfest, and will be implemented as a devel list
discussion.
Borys and I will be putting together 'our thoughts' on plugin
development, along with some of the suggestions from the hackfest,
these thoughts
will be articulated in an email to the lists, at which point we would
like to get a discussion going (based on experiences from plugin
developers, core
developers, and the community). Once we've reached some sort of
consensus (or at least close to a consensus), we will put together an
official
'best practices' document which we will likely release along with the
manual, or possibly as part of the wiki... eventually this might
become a 'QGIS
Python development guide/manual'...
