[Qgis-community-team] new procedures when working on the user manual

Hi Larissa,

IMO managing documentation issues and workflow in GitHub
is fine. GitHub issues allow us to create different labels for issues
so we can easily get and overview of the current status.

Only one note. Maybe we should also move all documentation related
tickets from redmine to GitHub and ask redmine admins to remove
documentation category from it after that. So all tickets will be in one
place
