[Qgis-community-team] Welcome page

Hi all,

before starting I'd just like to have a small confirmation: we don't
have a section of the Welcome Page, right? (I couldn't find one)

I'm squashing some old issues and some of them are directly related to
this section (welcome page, recent projects, pin/unpin projects, etc).

I think the best part where to add it is here:
