AFAIK, EPSG does not accept multiple +towgs84 parameters for the same projection,
that's why they are not included (and why GRASS is applying local changes too).
If someone have different evidence, I'm ready to submit the stuff to EPSG.
For now, can you please apply the addendum to our resources/crs.db ?
I think IDs of 39031, 39032, 39041, 39042 should be ok.
