[Qgis-developer] Improper vertical spacing in legend (Ticket #3605), need to revert changeset 15242 (by mhugent) to fix issue

Hi Mathieu

I'm going to look at it soon. Changeset 15242 was actually a fix for another 
bug, but maybe it introduced a new problem.
