[QGIS-Developer] Print Composer Bug with Scale and Rotation

I am finding real inconsistent behavior with the print composer in QGIS
2.18.9 on Windows 7. The problem manifest quickly if you start with a
QuickMapServices base layer such as OSM Standard. In print composer "Add
new map" and while the map is selected, click on "Item Properties" and try
to change the "Scale". It doesn't allow you to manually to change it nor
does "Map rotation" permit any change.

If however when you first start QGIS and then set the current CRS to 3857
first and then add the QuickMapServers base layer then you can changed the
"Scale" however "Map rotation" still does not work correctly.

I have also tried WMS services and sometimes it works and sometimes it
doesn't.

Should I add this to the QGIS issue tracker?
