[QGIS-Developer] Where do we sit with respect to release?

qgis-ltr in OSGeo4W is 2.14.  qgis is 2.18.  qgis-dev is 2.99.

When 3.0 is released:

qgis-ltr will be 2.18.  qgis will be 3.0  and qgis-dev will be 3.1.

Just like one every other release that follows an ltr release.

Same for the debian/ubuntu repositories:

debian-ltr currently carries 2.14
debian carries 2.18
debian-nightly carries 2.99

After the 3.0 release .0:

debian-ltr will have 2.18
debian will have 3.0
debian-nightly 3.1
