[QGIS-Developer] Use QGIS API in Qt5

Hi,

Qgis 3 use Qt5  and Python 3.5+ , if you use Qgis 2 api then you have to use Qt4.

You have the Qgis API  documentation here: https://qgis.org/api/

How do you install qgis ? homebrew, macport, custom build or from https://www.qgis.org/fr/site/forusers/download.html ? the exact version of Qt Qgis depends on may vary with the distribution.
