[QGIS-Developer] Size of docker images

These images are built using the same base images that are used for testing.
https://github.com/qgis/QGIS/blob/master/.docker/qgis.dockerfile#L6

I think it would be more appropriate to create a dedicated Dockerfile with
only what is required to run the app and not building/testing/producing the
docs.
