[QGIS-Developer] How to read content from the metadata.txt file

Hi,

configparser is designed to read INI file :
https://docs.python.org/3/library/configparser.html
There are some helpers if needed in QGIS :
https://github.com/qgis/QGIS/blob/master/python/utils.py#L291 to have the
configparser from a plugin name if needed.
