[QGIS-Developer] QGIS 3.x very slow under Windows 10

Hello,
i've experienced a QGIS 3.22 or 3.10 very slow under Windows 10 21H1 build
19043.2251. The machine has available resources and Qgis process seem hold.
Running QGIS "under admin" solved the question...
Someone can explain this ?
