[Qgis-psc] svn access for Richard Duivenvoorde

Hi

Looking at the organigram I see we originally put Otto down as GUI
translation team lead. So perhaps its better to defer to Otto how he
wants to handle this with options being:

1) delegate  commits of ts stuff to somone else but maintain oversight
and provide support for tr() process
2) give Otto commit access (if he doenst already have to code tree)
and he just commits it.

Probably there are other permutations and would be good to get Otto's
thoughts on the matter.
