My feeling is that if we can organise and accommodate non developers
we should. For me the entrance criteria should be "any committed to
improving the QGIS project". It would be great to include community,
documentation, bug reporters etc. What we want to avoid I guess are
people coming along without a plan to contribute anything since they
will probably distract people there from getting on with hacking.

I dont know how others feel about this...
