​Sorry I don't mean to be difficult here but I cant really see how the new
document is an improvement over the old? It looks it removes some useful
stuff like

* who the application should be sent to (PSC Financial Chair - we could
perhaps improve the existing doc by explicitly adding an email address)​
* what the arbitration process is
* the fact that you can make a call on requests less than 200EUR without
consulting the PSC
* procedural stuff like how to go about pitching to attend

etc.

​So for me th​e proposed change seems more vague rather than more explicit.
