[Qgis-psc] shortened list of categories on QGIS bug tracker

Hi,
I started to clean up feature requests. Good news is that I close at least
1/3 of the older requests because they are implemented.
The learning here is that not having assignee for them certainly explains
why those issues were "forgotten".
