[Qgis-psc] QGIS documentation contract with Larissa through GBD-Consult (Otto)

Hi Andreas,

I think based on the user feedback to our December question (
https://twitter.com/qgis/status/1070394502635024384) it's clear enough that
our (power) users want more investments in documentation.
Therefore, I think this is a step in the right direction. We've been
looking for a very long time for a person that is capable and willing to
spend a larger amount of time on the documentation. I'm glad to see that
Larissa (https://github.com/junek) will be back to contribute to the docs (
https://github.com/qgis/QGIS-Documentation/graphs/contributors)
