[Qgis-psc] Grant voting 2021 closed

Hi Tim,

As you probably already saw on the developer mailing list, we had a
voting at last night's PSC meeting to fund the top8 proposals from the
grant program.

Additionally, we also voted on your suggestion to do the macOS
notarization regardless of the grant budget. This vote also passed. So
this effort will also be funded.
