[Qgis-psc] Splash for 3.22

I've added the splash screen and a write up to the changelog here:

I would appreciate any review or fact checking. Anita I'm not sure if you
have any additional comments or information to add on the map trivia, like
we managed to get for the Odense release, that we could include in the
release description.
