A small addition to Andreas' reply regarding ( commercial ) exportability.

QGIS is a Free and Open Source project, not related to a single company. 
You won't find a centralized commercial company behind but a galaxy of, 
in almost every part of the world.

QGIS license is not sold, so exportability doesn't apply like it does to 
a commercial product. The economics rationale is on service providers, 
like training, support, bug fixing, developing features, configuring 
QGIS for your company, or developing business oriented apps on top of 
QGIS coding framework (there are thousands of examples, from network 
utility, to satellite imagery or land management) .
