[Qgis-tr] how to add a Chinese branch of the user guide

Hi,

I have done all the xetex/texlive preparation for QGIS user guide's  
Chinese translation, including some changes in makefile, qgis_style.sty.  
Also I have done the transllation of tile.tex and preamble.tex files.  
"make" went Ok and the PDF file looks beautiful. Who want to check?

By the way, how to add a Chinese branch of the user guide?
