[Qgis-tr] Working on Traditional Chinese and some problem found

Make it clear

Chinese heve different specific meaning, like the language, culture,
political (most situation means PRC), words. Which one do you mean?

I think for UI in QGIS, the context here means the word, Chinese
characters. So using the UN stand for country is totally misrepresenting
the problem.

China: has the largest simplified Chinese users in the world, so the QGIS
simplified Chinese should use PRC aka China flag.
Taiwan: has the largest traditional Chinese users in the world, so the QGIS
traditional Chinese should use ROC aka Taiwan flag.
