I've fixed the missing toolbar icon in the MapShetAutoGeoRef plugin.

I've: 
1) added the files: resources.qrc resources.py, mapSheetAutoGeoRefIcon.png
2) renamed the icon.svg to mapSheetAutoGeoRefIcon.svg
3) and updated the files: mapsheetgeoref.py, __init__.py and changelog.txt

To all devs: please consider to leave any contact to you somewhere in the 
plugin... :)
