I updated the plugin:
 
5. Rectangular Points: select a baseline and start entering abscissa and
ordinate values.
 
Since I'm not able to update the plugin in the qgis user contributed
repo, you can download the plugin here:

      I started working on a plugin that provides some CAD functions: 

      1. Intersections of linesegments (that do not intersect)
      2. Arc Intersection
      3. Orthogonal digitizing
