Points2One could show and empty encoding field under certain
conditions (for example in a fresh qgis setup if no other tool which
asks for an encoding is used before) and cause qgis to do the same.
This has been fixed in release 0.2.6, yet available in the contributed
repository.

I noticed this problem was mentioned in the bug report [1] three
months ago. Please report issues related to Points2One to qgis-user or
the bug tracker [2].
