Did you install my package (kyngchaos.com)? The Georeferencer is there. Check the plugin manager and make sure it's enabled. Also make sure you have all the required frameworks installed (see the readme and my download page). The georeferencer uses GSL, and that's a separate framework not in the GDAL Complete package, so it's easy to miss.
And, update to 1.7.1 - it uses an installer package, which enforces the requirements so you don't miss something.
