BACKGROUND:

The Afghanistan Research and Evaluation Unit (AREU) is an independent
research organisation based in Kabul. AREU’s mission is to inform and
influence policy and practice through conducting high-quality,
policy-relevant research and actively disseminating the results, and to
promote a culture of research and learning. To achieve its mission AREU
engages with policymakers, civil society, researchers and students to
promote their use of AREU’s research and its library, to strengthen their
research capacity, and to create opportunities for analysis, reflection and

The Afghanistan Research and Evaluation Unit (AREU) is currently conducting
a research on river basin management during the drought 2011. In addition to
social enquiries on the performance of local institutions in dealing with
water allocation at river basin management, the research should provide a
quantitative overview of the impact of the drought and related management
measures on crop coverage and water access. Thus, a remote sensing analysis
(NDVI) is required. The details of the deliverables is defined below.

DELIVERABLES:

The consultant should be delivering the following outputs:

   1. NDVI ANALYSIS IMAGES: Produce JPEGs of satellite images analysis at
   Sub-basin:
      - NDVI imagery of the Taloqan sub-river basin showing “rice likely –
      high NDVI”, “non-rice crops” and “non-irrigated area within the
irrigation
      command areas”.
      - NDVI imagery of the Lower-Kunduz sub-river basin (irrigated area
      only) “rice likely – high NDVI”, “non-rice crops” and “non-irrigated area
      within the irrigation command areas”.
      - NDVI imagery of both Taloqan and Lower-Kunduz sub-river basins
      together.

The imagery should be available in JPEG with 3 distinctive colors (dark
green – light gree – grey) corresponding to the 3 types of irrigated areas
mentioned above. We should also have the file that can be loaded on
MapWindow software so that the colors can be adjusted if need be.

The shapefiles for the sub-basin borders will be provided by AREU. The
satellites imageries should be downloaded on specific websites to be
discussed with the AREU researcher.

   1. STATISTICAL ANALYSIS: For each Province (within command area of
   canals) the following statistics should be calculated:
      - Area irrigated (rice likely)
      - Area irrigated (non rice crops likely)
      - Area not irrigated
      - Area unknown (i.e. bad quality of the image)

Note: The statistics should only concern the irrigable areas, not the
rainfed areas.

For each canal the following statistics should be calculated: - Area
irrigated (rice likely) - Area irrigated (non rice crops likely) - Area not
irrigated - Area unknown (i.e. bad quality of the image)

The statistical analysis should be provided on Excel sheets including
spreadsheets and figures.

To above mentioned images and stats should be provided for 6 different
dates: - Early August 2011 - Mid or end August 2011 - Early September 2011

   - Early August 2008
   - Mid or end August 2008
   - Early September 2008


   1. REPORT A short report – around 10-20 pages – should be provided. The
   report should be summarizing the key findings/figures and some possible
   explanations on the limitations with the interpretation of data.

LOCATION: The analysis will be home based. The results and documents should
be sent via e-mail to the AREU researcher.

EXPECTED COMPETENCE:

   - Preferably PhD or MSc degree related to GIS and remote sensing
   analysis.
   - At least 5 years experience in GIS, NDVI and other remote sensing
   methods.
   - Previous experiences with remote sensing analysis in Afghanistan would
   be highly appreciated.
