Andreas, thank you very much for your response.
Our project will fulfill your hard requirements and will be ready to use in
early 2016. It is already financially backed by myself and my business partner
(as other parts of GIS.lab project) as kind of response to FOSS4G community
after closing one period of my life with making business on top of FOSS4G
software. If your initiative would come few months earlier, I would definitely
join.

Of course we can apply for this job and win it with already finished product,
but it doesn't make a sense and also it isn't our goal :). I would rather
