[Qgis-user] Obtaining cs2cs command line tool

To be honest, I don't know what MSYS is useful for. With a full QGIS 
install, you should have an icon labelled OSGeo4W Shell. Double-click on 
that, and within the command window you get, you can access cs2cs and 
all GDAL coomand line tools.
