QGIS 2.6 and 2.8 have GRASS data providers (raster and vector)
upgraded to GRASS 7 but not the GRASS plugin (the toolbar with GRASS
tools). It means that you can display GRASS 7 layers in QGIS but only
by dragging from the browser. The providers compatible with GRASS 7
are available only if QGIS was compiled (build configured with GRASS
7) and started (environment variables pointing to GRASS 7) with GRASS
7. All binaries, including binary package for Windows are compiled
only with GRASS 6, IFAICT.

I am preparing crowdfunding campaign to support upgrade of GRASS
plugin to GRASS 7, which will include the possibility to build QGIS
with both GRASS 6 and GRASS 7.
