[Qgis-user] Topographic Database designs?

Tyler,
Have you looked at OpenStreetMaps? Not sure if it is exactly what you 
are looking for, but it may be a start.
One other place to start would be to look at 
www.*osi*.ie/wp-content/uploads/2015/04/*Prime2*-V-*2*.pdf
