That's in pyqt5-dev or python-qt4-dev.

Depends.  QGIS3 (master branch) requires Qt5/PyQt5/Py3.  Earlier branches
(master_2, releases) require Qt4/PyQt4/Py2.

No.  There are also experimental build of master now:
