[Qgis-user] QGIS Server cannot use port 80

Hi;
All the QGIS Server tutorials I can find setup using port 80, my windows 10
PC is using port 80 for something but I cannot find out what. Is there a
way to configure on port 8080?
I tried using netstat -aon | findstr :80, and netstat -aon | findstr :80
and it gives me
  TCP    0.0.0.0:80             0.0.0.0:0              LISTENING       2272
  TCP    192.168.2.18:50527     151.101.1.69:80        ESTABLISHED     6476

  TCP    192.168.2.18:50657     104.17.27.15:80        ESTABLISHED     6476

But not telling me what is using the port.
