[Qgis-user] [Qgis-developer] QGIS crashes when zzoming in

Hi,
I'm that somebody.

Given that the unstable project worked on Windows 7 OK but that a fresh 
project with all plugins uninstalled became unstable, should I be 
creating a bug report?  I am in no way a developer, so unsure about 
protocol etc.

latest GDB report is this, after Mathias Kuhn advised to type "bt" after 
crash.  I ran the command, QGIS opened, I picked the project , panned & 
it became unresponsive & I enetered "bt"thus:
