[Qgis-user] Snapping not working properly

Hello,
QGIS  2.18.6 on Linux Mint 18.1

Snapping doesn't seem to be taking any notice of the settings in the 
dialogue box:

It is only snapping to one layer - this is set to "0 map units" and is 
not selected as a snapping layer.

Al layers on EPSG 27700. I've restarted the project, chosen other 
settings etc.

A while ago I ran out of HDD space & ran a couple of things (can't 
remember exactly other than emptying the wastebin & deleted a couple of 
programs - I thought I'd avoided anything too aggressive) but all my 
QGIS settings had gone, reverting to a default state ( I still haven't 
got the merge & reshape etc toolbar back)

Any ideas?
