[Qgis-user] Can't edit some features in layer

Hi QGIS users,
I'm able to edit geometry for some features but not others in the same layer. I think it may have something to do with an integer64 "FID" column that automatically gets created when I save the layer as a geopackage. I notice when I save the layer as an ESRI shp file that doesn't have an "FID" column, I don't have this issue.
Has anyone else seen this? I'm using QGIS 3.6.
