[Qgis-user] Plug in offline installation Qgis3.6.2

You can search and download plugins you need as ZIP file from
https://plugins.qgis.org/. Then select *Install from ZIP* tab in the
Plugins Manager and browse for the downloaded ZIP file to open it. Click on
Install Plugin. Done.
