[RouterGeocoder] OpenRouter infrastructure

Hi Steve,

Probably the best platform is the one, which most of us are familiar
with and which doesn't make to much trouble to migrate someday maybe to
the OSGeo servers.

>From that point of view we can't do much wrong with SVN+Trac. With a
little styling we can use it as website and wiki, too. I think for your
use cases we could even "abuse" the OSGeo wiki for now if you're in a
hurry ;-)

Probably Source Forge is a good start. Other options might be Launchpad
or Github, but that wouldn't be SVN then. I'm fine with any of them and
personally like Bazaar more than SVN.

I don't think the mailing list here has too much traffic (yet) and we
can keep it as it is.

If you like I can setup the platform as well. Well, let's listen if
there are other opinions or ideas out there.
