 The GeoMoose Trac instance does not seem to be sending notifications to
 ticket reporters, owners, cc, etc.  Is this something that can be done
 through the Trac Admin tab?  Reading the Trac docs makes it sounds like
 this is done in the Trac.ini file, however, the docs didn't seem to
 explain how this would work with what I think are ldap OSGeo users.  If
 you want to test, add yourself as cc to any open ticket or make a new
 ticket.
