[SoC] Enhancing Geoserver Authentication - 5th Report

This week I added a jdbc implementation for backend stores and  
introduced an event mechanism to signal changes concerning the user  
roles to the runtime.

Next steps are
1) provide and implement the necessary synchronization mechanisms
2) Develop test cases
