[SoC] Image Segmentation - GRASS - GSoC report #12

Quick project report, due to vacation.

Did some thinking and small amount of coding surrounding the desire to
know the perimeter of each potential {Ri + Rk} merge.

Todo: finish? the perimeter calculation and add to the similarity
measurement.  But more importantly write documentation and sample
usage.
