[Tilecache] Tilecache and MapServer variable substitution

Guillaume,

We have actually been discussing doing the same thing here so we can reduce the number of mapfiles we have.  We successfully added in the WMS-T option to Tilecache, including storing each date time cache file in a separate timestamp directory under the layer name and this has worked well for us.
