[TOSprint] Proposed Philadelphia Code Sprint 2014

CUGOS (host of the 2012 sprint) is holding $3400 in surplus funds for this
event. (We had $4400, and the 2013 team just used only $1000 of it.)

When consensus has been reached on Philadelphia vs Vienna, we'll be happy to
make the money available.
