[TOSprint] 2015 OSGeo Code Sprint in Philadelphia

I talked to a few people at FOSS4G as well and that added a couple of folks
in the past few days.  I agree that this looks like the best option.

So Mar 2 - 6 (or some 4-5 day combination that week) is what we'll plan on.

I'll update the wiki and start making other plans regarding venues and
hotel blocks.
