[ZOO-Discuss] OGC Web Services, Phase 7 (OWS-7) Request For Quotation and Call For Participation

There is no deadline for joining OWS-7 as an observer, so please  
continue to work on a solution to  participate. OSGeo's OGC  
memberships may be distributed at the discretion of OSGeo, so yes  
Arnulf is the right person to work with on that.
