it is interesting to hear that you're using the ZOO-Project on Windows platform.

One more time, I would like to invite you to subscribe to the new mailing list, hosted by OSGeo, to continue this discussion [1].

Nevertheless, to try to answer your question I would like to ask you if you may run the following command : 

 depends /library our_sp.zo 

This should show you if all the dependents dlls are located in the same  directory.
