[ZOO-PSC] Funding request

[Angelos Tzotsos]

The board approved the default amount for the community project status and
the rest of the budget requested was sent to the incubation committee
(since the project was under incubation at that time).
Since the project graduated, the board will need to figure out how to deal
with the situation.
