The CSIR GAP project went a long way to enabling merging and comparison 
of different spatial units by developing and implementing a methodology 
to aggregate or disaggregate statistics to a common 'mesozone' layer, 
consisting of tesellated polygons, each roughly 50 sq.km and each using 
existing common boundaries of component polygons where possible.

I think a CSIR unit might still be keeping the project alive - again a 
case of a project that would have flown and been immensely useful if it 
had been open from the start.
