Hi Sam.                                                 Please check out this website www.mapit.co.za or .org.za or mapit internet search. This guys have got a nice open source software that they developed recently. Their software links cadastre data with municipal billing system for the purpose of improving municipal revenue collection and mapping out bad rate payers.
