[OSGeo Africa] topostyle: familiar 1:50 000 maps online

It's an open project we've called 'topostyle', to publish and style NGI 
topo data for SA maps. We've been working on this for a month or two and 
are making it open to avoid this effort being duplicated. There's quite 
a bit of room for improvement of the styles in the map so contributors 
welcome!
