[OSGeo Africa] Tshwane illegally requesting tender for ESRI software

On a somewhat related topic - I am currently working on a personal
project to make an economic case for moving government to FOSS
platforms. Previous arguments generally focused on cost savings. My
argument is that billions of rands are spent annually on proprietary
software (my thumbsuck is around R50 billion). Arguments against open
source are either 1. it sucks or 2. there is no support. My approach
would be to avoid the cost savings argument and suggest that we
redirect that R50 billion away from international suppliers towards
our own local software development industry to 1. tailor software to
departments' needs and 2. provide paid support. Of course the usual
benefits for FOSS still apply such as an open code-base allowing
software re-use across government.

I have been systematically sending PAIA requests to each government
department requesting their inventory of software licenses along with
their annual costs. Using this data, I hope to build up a profile of
software usage in each department and find alternative FOSS software.
This is an extremely slow process (and not cheap) but hopefully
worthwhile.

Coming back to our discussion - ESRI features in quite a few of the
departments who have already submitted their inventories.
